テロとは、政治的に対立する個人または集団に対し、その肉体的抹殺をも含めて、組織的暴力を加える行為をいう。実行者が単独であっても、その動機に一定の政治的主張があればやはりテロリズムと呼ぶ。
また、ロベスピエールの革命独裁における「恐怖政治」のように権力者によって系統的になされる場合もある。
