火力発電の黎明期から使用されている。2017年（平成29年）時点で世界の電気の38％（最大の割合）が石炭で作られている。日本ではかつて国内炭使用であったが、近年は海外炭であるほか、細かな粉末（微粉炭）にして燃焼している。オイルショック以降、石油火力から転換した発電所も多い。中には石炭から石油に転換後、石炭に再転換した発電所もある。
